Indiana Medicaid (HIP (Healthy Indiana Plan))

This guide covers Medicaid eligibility in Indiana, known as HIP (Healthy Indiana Plan). Whether you're a child, parent, pregnant woman, or adult, this guide explains who qualifies and how to apply.

Indiana has expanded Medicaid under the Affordable Care Act (ACA). Most adults with income up to 138% of the Federal Poverty Level can qualify. There is generally no asset test for MAGI-based Medicaid programs in Indiana.
Important: Medicaid eligibility rules and income limits are subject to change. For the most current information contact HIP (Healthy Indiana Plan) at 1-800-457-4584 or visit www.in.gov/medicaid.

This guide uses 2026 Federal Poverty Level (FPL) data. The FPL is published annually in January by HHS and determines eligibility thresholds for Medicaid and other federal programs.

General Eligibility Requirements

To qualify for Indiana Medicaid you must:

  • Be a resident of Indiana
  • Be a U.S. citizen or have qualified immigration status
  • Have or apply for a Social Security number (with some exceptions)
  • Meet the specific eligibility criteria for at least one Medicaid pathway
  • Meet income guidelines (which vary by program)

This guide covers the main categories: children, pregnant women, parents, and adults. Additional pathways exist for seniors (65+), people with disabilities, and specific medical conditions — these often have different income and asset requirements.
